Sound is perceived in two ways: air conduction (via the ear canal, through your eardrum) and bone conduction (through your skin, conducted via your skull). Earplugs can only reduce sound entering through the ear canal (air conduction). Sound entering through bone conduction cannot be reduced. It’s beneficial that you can still hear some sound, as this allows you to wake up from your alarm clock or fire alarm.
